ANALISIS KESIAPAN IMPLEMENTASI LAYANAN PENGADAAN SECARA ELEKTRONIK (LPSE) PADA PEMERINTAH KABUPATEN SUMENEP
Abstract
This study aims to determine the readiness of the implementation of the Government Sumenep by looking at the readiness of the two components of the core executive, namely local government and providers of goods services using descriptive qualitative methods and interactive data analysis. In general, according to research that Local Government of Sumenep is not ready to implementing e-Procurement. Further preparation was needed, in particular: (1) the rule of law through regulation of local regulations concerning e-Procurement who still do exist, (2) preparation of technical human resources e-Procurement operationalization of relevant agencies, and (3) the socialization of the application and using of e-Procurement to the public, especially the providers of goods services, in hopes of more ease of use and service process to be applied e-Procurement, despite the readiness of the infrastructure already available. Related to the above preparation, the researcher recommended to the Local Government of Sumenep as the executive system for forming a team with preparation e-Procurement describe legal authority to implement the Regional Head through regulation or decree of Sumenep Goverment. In addition, it is deemed necessary to conduct training/technical assistance or regular courses for technical human resources operations, the Committee e-Procurement, the PPK and providers of goods services with an interest in e-Procurement implementation, and socialization of President regulation No. 54 year 2010 about e-Procurement.
